How do we give software agency without losing control?

That question is shaping my work and writing. Useful agents touch real tools and real consequences, so their boundaries, evaluation, and escalation paths must be part of the design, not an afterthought.

Use rules where the correct next action is already known. Reliability begins by refusing unnecessary uncertainty.

Give agents explicit context, permissions, tools, budgets, and escalation paths before granting autonomy.

Rule, Recommend, Decide

Model selection comes up too early in most agent design reviews. Before choosing a provider, label every step in the production path with what it is actually allowed to do.
